NAIA COMMENTS:

The New Jersey Legislature is considering a bill that would effectively overturn its current law that prevents cities from imposing restrictions on specific breeds of dogs.

If enacted, the bill will allow cities to require owners to

1. buy a special annual 'pit bull' license of at least $150 and a maximum of $700;
2. prove that the dog is not a pit bull if questions of identity arise;
3. build a special pen with six foot sides and a top to confine the dog outdoors;
4. purchase liability insurance;
5. accept monthly inspection of their property;
6. muzzle the dog and keep it on a three-foot lead or tether when off the owner's property; and
7. notify authorities if the dog is running loose, attacks a person or seriously injures or kills another animal (except poultry).

The bill has passed committee and has been sent to the full Assembly for a vote. It can be seen at: Web Site
